R11 Series — Road Closed Signs

The R11 Series provides the regulatory signs used to legally close a roadway to all or some traffic. ROAD CLOSED (R11-2), ROAD CLOSED AHEAD (R11-3a), and ROAD CLOSED TO THRU TRAFFIC (R11-4) are the core closure signs for California permit-based closures, emergency closures, and planned construction or maintenance operations. These signs carry legal authority — displaying them without an authorizing permit or agency approval can expose the contractor to liability.
California Field Use Notes
R11 signs are placed at the point of closure and at advance approach points to redirect traffic before it reaches the closed segment. The combination of R11-3a (advance warning) followed by R11-2 (at the closure) is the standard California sequence. R11-4 allows through traffic to be blocked while local access is maintained. All R11 closures require an encroachment permit or agency work order in California.
